Responsibilities included directing day-to-day activities relating to the Commodore's staff. Primary Navy Spokesman for all Undersea Surveillance matters to the Congress.

Directly responsible for the the conduct of the command. Responsible for the health and welfare of all personnel (260 people) and their dependents. Managed an operating budget of $15 million per year and was responsible for budget development, training personnel and maintenance of all plant assets (buildings, roads, hospitals, vehicles, etc.)

John Parrish, president of J. Parrish & Associates Consulting, offers clients leadership skills, management experience and surveillance knowledge gathered over his 30-year career in the U.S. Navy and seven years in the civilian business world. His two career specialty areas have been personnel management and undersea surveillance. |
Mr. Parrish was the Navy's leading expert in Personnel Management and Total Quality Management/ Leadership. In addition, he was the Vice President for Quality Practices at Advance Auto Parts, one of the nation's largest auto parts chains. In this capacity, he introduced Total Quality Management and helped the company identify numerous opportunities for process improvements, personnel retention and development.

In the Navy, Mr. Parrish was the primary spokesman for all aspects of undersea surveillance, including underwater acoustics, systems technology, personnel career development and operational doctrine.

He also had more than six years of major program management for weapon system acquisitions and was responsible for all aspects of research and development, logistic support and training for "leading edge" technology systems. All systems were delivered on schedule and within budget.
Other career accomplishments include:
- Mr. Parrish directly supervised all aspects associated with "standing up" a new base in Southwest Wales, United Kingdom, totaling over $200 million. He had hands-on involvement in building construction, equipment installation, personnel administration, training and initial base operations. He overcame all obstacles encountered in introducing an American population of approximately 1,000 into a foreign country where Americans had never been previously based.
- Recognizing the rapidly changing military mission as a result of the cold war termination, Mr. Parrish took bold and aggressive steps to identify new missions for his organization. Initially thought by most to have "lost his mind," he is now recognized as exceptionally insightful and support has been gained throughout all levels of the Navy and in Congress.
- Mr. Parrish is often called upon to testify to various permanent staff and committee members in Congress and the Department of Defense. He is recognized as a person of integrity who has significantly influenced many major defense programs. He is at total ease with high ranking government dignitaries, flag officers and other significant VIPs. He is the only recipient of the Capt. Joe Kelly award recognizing excellence in both Operational and Programmatic areas.
- Mr. Parrish was responsible for the total creation of a new initiative to open up an international business base. The initiative has involved the creation of a complete infrastructure to include retaining consultants and agents in Singapore, Australia, Taiwan, Korea, Japan, Thailand, Israel, Turkey, Portugal, Spain, Egypt and Greece. He has established an organization to administer to all the legal aspects associated with technology licenses through the U.S. Department of State, and all the legal aspects of international teaming arrangements.
- As Director of Navy Systems Business Development, Mr. Parrish was responsible for the marketing and capture of approximately $400 million in sales. He received the Leadership Achievement Award for excellence in marketing and customer service.

Masters in Business Administration in Management from Marymount College of Virginia.
Bachelor of Arts Degree in Biology with a minor in Business from Pasadena College.
Graduate of the Industrial College of the Armed Forces (ICAF) at Fort McNair, Washington, D.C. (A 10-month Masters level curriculum in Leadership and Major Program Management.)
Graduate of the Defense Systems Management College (DSMC) at Fort Belvoir, Virginia (5-month graduate level studies in Program Management for major acquisition programs).

Personal
Mr. Parrish resides at Smith Mountain Lake in Southwest Virginia, with his wife Susie. He is an avid golfer and runner and looks forward to frequent visits with his four grandsons.
